Yes, there are free options, but every tool we checked that publishes its limits caps the free plan. Which free tool fits what you need

You just need one recipe, on the web, with nothing to install: MealClip. Paste the link, sign in with Google and your first recipe is free (videos up to 5 minutes). Video2Recipe is another web tool, with 3 free recipes a month.

You want a recipe box app on your phone that also imports from social media: ReciMe, Flavorish and Deglaze have iOS and Android apps; Pestle is for Apple devices.

What to compare before you pick one

How the free limit is counted. "5 a week", "3 a month", "15 saved" and "1 per account" are very different if you cook from videos every day versus once in a while.

Web or app. A web tool works on any device from the link you already copied; an app is handier if you want a recipe box on your phone and share videos straight into it.

Which platforms it reads. All of the tools above mention TikTok and Instagram; check that the one you choose covers YouTube or Shorts if that is where you watch.

Quantities. Many short videos never say exact amounts. A good tool lists what the creator actually said or showed and leaves the rest blank rather than guessing.
